There is a gratifying emergence of consensus about this in the sociology of education, a sign of which is a standard reference to "the summer learning gap." The key names in the research revolve around Johns Hopkins, including Barbara Heyns, Karl Alexander, and Doris Entwistle. I was going to cite the 2007 paper by Alexander and Entwistle, but I see you linked to it in your post.

Of course, what the policy implications are is a matter for another day.

Kharris, it's a standard right-wing complaint - they see something that helps poor people (like publicly-funded schooling), and hate it. H*ll, right-wingers are still pissed and lying about the New Deal.

Apart from the politics of education or even one's views of education apart from political implication - Holy Moly!, how could they have missed this alternative explanation? You have marshaled a bit of evidence for your own position, but even without that, those who claim schools increase inequality should have recognized the possibility that you raise, acknowledged it and addressed it.

One wonders how they spent their summer breaks.
